It was with a deep sense of shock and sorrow that we learnt about the explosions which occurred in apartment buildings on the outskirts of Moscow on the night of 9 September 1999 and this morning. It is with particular anguish we learnt about the large loss of life with many injured.

At this difficult hour, we share with Your Excellency, and the people of the Russian Federation our deepest concern. On these most tragic incidents, I would request you to convey our sincere condolences to the families of the deceased and sympathies to those injured.
